... you probably own a Nvidia graphics card.
To fix the issue you need to update your graphics cards driver to the latest version (Version 382.53 and later). How to do this can be found in the spoiler:

There are basically 3 ways to update your drivers. I'll go into each way in the following.

1. Geforce Experience:
Open Geforce Experience and klick Driver on the top left
Click 'Download' next to the latest Game Ready Driver
2. Device Manager
If the first way didn't work for you, either your graphics card is too old or it downloaded the wrong driver. You can also update the driver through the device manager. Search for device manager in the Windows search and open it up. Once opened you need to look for your graphics card. It should look similar to this:
Select you graphics card with a right click and choose "Update driver" (You can also choose Properties -> Driver -> Update driver):

3. Download driver manually
If neither of the above ways worked you can also download the driver manually. Go to this Website and look for the right drivers. This might also link you the Geforce Experience Software which is probably the best and fastest way to keep your drivers up to date.
If you card isn't supported by Geforce Experience you will be able to find the latest driver there.

... you probably have RivaTuner installed. To fix the issue you need to switch the 'On-Screen Display rendering mode' from 'Vector 3D' to 'Vector 2D':
